I didn't think it would be a problem to get tickets on-line on the day and tried to get them first thing on the day I was visiting but all the early times were gone and we had to change our plans and visit at a later time that day. That was in the summer but I think it is probably better to book in advance if you can and if you definitely know the day and time you are able to visit.
My wife and I are arriving in the port of Bilbao at 8:00 AM on Thursday September 14. What time will the museum open that day? What is the best/quickest way to get to and from the museum? Does the museum offer its own private tours and, if so, what is the cost for 2 people?

Our cruise ship provided a free shuttle to the Fine Arts Museum (throughout the day) located near Guggenheim. Whatsinport says the port provides a free shuttle bus to the Getxo Metro station, Areeta. Board and get off at Moyua Metro station. Then walk 12 minutes to Guggenheim. Google maps shows the walking route from Moyua station. The Guggenheim Bilbao website probably has the answers to your question about group tours, hours. I paid the seniors rate which was very reasonable. I walked around at my leisure, inside, for about 1 hour. I wouldn't pay for a group tour.
