I would try googling Jesse Ball Dupont Park (where the oak tree is) and see if you can find a phone number. They should be able to help or to at least give you some idea of who else to call. Since it's part of the Jacksonville Parks Department you could also try contacting them. I wish I could be of more help but we were just visiting from Durham NC.
