Your transport need to bring you to the main entrance where you buy the entry tickets. There is a huge car park. As it gets very crowded after 10am, try to reach there at 8a.m. From the entrance, there is an electric tram service that brings you to the start of the waterfalls. You still cannot see the waterfalls as you need to go through the Bear Enclosures. There are steps here but the path is paved so people maybe able to help you. When you reach the beginning of the waterfalls, the route splits into a asphalt road on the left and a walking trail on the right. It should be possible to wheel the wheelchair up the asphalt road. This road skips the 3 big pools before the main falls. While the main fall is majestic, it is one of the pools that is enchanting. It may be possible to move up or down the trail where the road ends. This service provider, "The Bamboo Experience" sells a wheelchair accessible tour to Cooking Class and Kuang Si so they might have better information.
