It's probably the best or only place worth snorkelling in the San Diego area, the downside is that there is no breakwater nearby so it's a bit choppy. In fact I got into difficulties when kelp pulled… Full review by britladd
The whole Beach and water area near La Jolla shores is protected. So it's all a part of the underwater park. In the he city of La Jolla between the pier and La Jolla cove.

This area is a city park, just parking fee if you park in an area that has meters. There is a long walking path along the water and trails on the bluffs, so you can walk the area if you want. The water is the warmest ever recorded now, it should cool a bit by October but should be in the upper 60's. You can swim in that, might be a bit of a shock at first. You can rent a spring wet suit if you want. There is always fish to see, seals, and birds, maybe dolphin. If you want to snorkel, rent some gear and go enjoy it at the cove. The outer areas can be rougher if the waves are up, the cove is more calm.
Could people snorkel/utilize the water to kayak in December. I will be there on my honeymoon after Christmas, and we are from the northeastern US where winter is quite frigid, weather don't know what to expect!

There is no real winter in SD as like other parts of the country, at least that is what non-locals think. As long as the waves are not to big, kayaking is possible, the water will be down to the low 60's or maybe the high 50's. Not good to swim without a wet suit. If you haven't sea kayaked, it might be a bit much. On the other hand, if a Santa-Anna is blowing, it will be hot and dry and sunny. It rains very very little, it might be cloudy but not rainy. The temps will be in the 60's with out much change on the coast. Really, might be 62 at night, 68 during the day. But it can be up to the 80's also, just depends.
