Minnehaha County ... from the South Dakota Canvassing Group, who want to see hand counting votes as the only legal method in the state, along with a ban on mail-in voting and ballot harvesting.

This was, in part, due to Anderson's decision to review all 13,189 ballots cast in the county primary, instead of the 5% set in statute. Anderson said there were 570 races scrutinized in the audit.
