Dr. Wheelo (in Japanese: Dr．ウイロー, Dr. Uirō) also known as Dr. W, is an evil scientist whose human brain is locked in a robot and the main antagonist of the 1990 film Dragon Ball Z: The World's Strongest.

Dr. Wheelo's Fortress (Dr. ウィローの要塞, Dokutā Uirō No Yōsai)[1] is a giant fortress created by Dr. Wheelo and Dr. Kochin and located in the Tsurumai-Tsuburi Mountains. The fortress is a massive building with some sections which resemble like a bigger version of Dr. Wheelo's mechanical body.

At Dr. Wheelo's Fortress, Kochin tests Roshi against his Bio-Warriors Kishime, Ebifurya and Misokatsun and despite putting up a decent fight while being outnumbered he is ultimately defeated.
