This Video im pretty sure was before the update where they fixed the high quality bags. The drops were either glitched or had a preset and only had a limited amount of them most of which being very low value skins. Then facepunch updated them to have any skin in that category.

looks like low quality bag is like a tf2-like common crate that can give common clothing skins and will probably be free to open. Cloth is probably going to be used so that you can break down clothing skins into the cloth to trade up for a higher quality skin the more cloth you use.
