I presumed the intended meaning was Mazda should enter F1 because of how awesome and well produced the Mazda 787b was for Le Mans. However, it was essentially a rotary engine showcase, designed to show that counter to popular opinion, Rotary engines were reliable and could compete with the best.

The closest F1 has ever gotten to rotary engines, and almost certainly ever will, is the unraced MGN 01, a W12 powered test mule using a disused AGS JH22 chassis. The W12 was developed by Guy Negre and his SACMA organization, and uniquely had rotary valves, a technique that was used in the Peugeot 205 GTi.

On iRacing open wheel (high downforce) and road cars (less downforce) behave very differently, so coming from F1 you're used to late braking and sticky tyres. The Mazda is neither of these you need to brake earlier and master trail braking and holding speed in corners. Find a track you like, run 2 outlaps, and then start to gradually build up.

The budget for F1 even after the cap will be far too high for them to even think of it. Mazda is actually a pretty small company. Google the GM Renaissance Center and then Mazda HQ Japan and it's a great depiction of how tiny they are compared to other automakers.
