Use Quicken Starter with an active subscription. Stop using Quicken and have a read-only access to data file. Use the old Deluxe edition Quicken Id in offline mode, but with the version of Quicken that it was using when it expired (I would make sure that I have the install and the patches that were available at that time).

One of a couple things that Quicken Starter does not allow you to use is all Tag functions. You can create a tag in the Register, but it is useless because they cannot be used for Find/Repl, Search, or Reports. There are other small things it cannot do also.
