Your computer might get a packet from someone that it need to respond to and not know their MAC yet (the mac it see would be from the closest connecting device but that's not important) and need to arp or the reverse and Rarp.

Depending how deep you look, whether OSI or the DOD models (DOD Tcp/IP resides inside the OSI model). Certain TCP/IP protocols reside at different levels though. Most are at the "Application" level. But some reside at the "Host-to-Host" (TCP & UDP) and the "Internet" (ARP, RARP, ICMP & IP) levels of the DOD TCP/IP model.

No it doesn't. The MAC address of a NIC will never change. Once you are in a network it uses RARP to get its logical address from the network. Now say you install a new NIC and join a network (say the Internet). Each card will get their unique IPs provided by the ISP.
