You assign a user or group of users to a role, and that role defines whether those users can view or modify the published dashboard. The permissions you assign are inherited from subscription down to the resource. The published dashboard is a resource.

Administrator does not have permissions set on the shortcut just the actual folder. If you find the actual location of the folder and look at those permissions you will see that administrator or equivalents have full control over the entire directory.

I did find a way to unlink the document for the library permissions and give it unique permissions, but this would mean that I need to manually manage permissions for specific documents when the library permissions change.
