What's also interesting is who were the folks to take the move each time. As seen in the video: three to Misawa, two to Akiyama, once to Taue, and once to KENTA. In my mind, Kobashi had to bust out this move while these guys were at one of their comparatively strongest points in kayfabe. And the thought of that is pretty cool.

I have a feeling it's supposed to be like Chris Sabin's "Over Easy" (Canadian backbreaker rack flipped over into a DDT) but it got botched because Kanemaru sat up while on Kobashi's shoulder instead of lying there in the backbreaker position.

From a fan perspective, or at least the fan circles I was in at the time, there was also a strong perception that whoever dethroned Kobashi would essentially be "made" forever (a very reasonable assumption imo), so when Rikio won we were excited to see him become a huge star and have classic matches.
