Say you select Petra's bounty to kill some uber Taken boss in the Cosmodrome. When you open your Director, do you select the bounty itself to go do it? NO. You select the Cosmodrome patrol. The bounty is something you do DURING the patrol. Same goes for Public Events. They are part of the patrol activity.
